"Carbon Pricing": Where We Are and Where This is Going

Speaker: Aldyen Donnelly, Principal, WDA Consulting Inc.

In December, 2017, the Government of Canada and most provinces agreed to a "minimum national carbon price" policy. Ms. Donnelly will speak about what this "carbon price" likely does and does not mean in the context of Canada's Paris Agreement commitments and changes in US leadership, with some focus on the economic and emissions impact modeling tools that currently inform the federal policy-making process. Aldyen proposes to present evidence explaining why most pollution pricing schemes are popular, but also largely ineffective, as pollution control policies.  She will also offer evidence-based opinions as to what proved, more effective, and highly efficient environmental protection regulations look like.


About the Speaker

Since roughly 1983, Aldyen Donnelly has been a consultant primarily focused on the successful commercialization of industrial process, business practice and new technology innovations to reduce air and water pollution and greenhouse gas (GHG) releases to the atmosphere. In 1989, she was part of an expert consulting team commissioned by the Canadian Council of Ministers of Environment to examine the history and impacts of "cap and trade"-type regulations in the United States, and advise as to the potential for adapting cap and trade to control air pollution in Canada. Aldyen is the founding President of the Greenhouse Emissions Management Consortium (GEMCo), one of the world's top three investors in forward-looking GHG Emission Reduction Credit contracts.
