Redesigning Canadian Trade Policies for New Global Realities  – Stephen Tapp

Stephen Tapp, Deputy Chief Economist at Export Development Canada

Stephen recently co-edited, along with Ari Van Assche and Robert Wolfe, a 650 page research volume for the Institue for Research on Public Policy, titled "Redesigning Canadian Trade Policies for New Global Realities" which brought together more than thirty leading experts from eight countries to examine Canadian trade.  In applying perspectives from global value chains and firm-level trade theory, this book presents new empirical evidence and explores its policy implications for trade negotiations, foreign investment, services, regulation and digital trade.

Stephen Tapp is the Deputy Chief Economist at Export Development Canada. In this role, he helps to oversee EDC’s global economic forecast and its economic and political research and analysis. He is also responsible for leading the work of the Corporate Research Department. Before joining EDC, Stephen was a Research Director at the Institute for Research on Public Policy, where he managed the International Trade and Global Commerce research program. Stephen entered the federal government through the Recruitment of Policy Leaders program to work as a senior economist and adviser on economic, fiscal and tax issues for Canada’s first Parliamentary Budget Officer. He has also worked as an economist and forecaster at the Bank of Canada; at Finance Canada; as a research fellow at the C.D. Howe Institute; and an economics instructor at Queen’s University. His research has been published in academic journals, such as the Canadian Journal of Economics and Canadian Public Policy. Stephen has a Ph.D. and an MA in economics from Queen’s University and a BA from the University of Western Ontario.
