Measuring and Using Happiness to Support Public Policies

Over the past half century, and especially over the past 25 years, research and widespread public interest have combined to create possibilities for using happiness data to broaden the methods and content of public policies. Happiness data offer the possibility to restore to economics the breadth of purpose and methods it had two centuries ago, when happiness was considered the appropriate goal for private actions and public policies. They can also help guide health sciences as they move beyond the treatment of illness to the creation and maintenance of good health. More generally, happiness data can enable ethics and welfare economics to be driven by evidence rather than assumptions. What types of data and research are most likely to support these changes?

About the Speaker

John F. Helliwell has his home base in the Vancouver School of Economics at the University of British Columbia. From 2006 to 2017 he was also Senior Fellow of the Canadian Institute for Advanced Research and directed CIFAR’s program on ‘Social Interactions, Identity and Well-Being’. In 2017 he was appointed Distinguished Fellow of CIFAR. Recent books include Well-Being for Public Policy (OUP, with Diener, Lucas and Schimmack, 2009), International Differences in Well-Being (OUP, edited with Diener and Kahneman, 2010), and seven editions, 2012-2019, of the World Happiness Report (edited with Richard Layard and Jeffrey Sachs). He is also author of the Policy Synthesis chapters of Global Happiness Policy Report 2018 and Global Happiness Policy Report 2019.

He is a Fellow of the Royal Society of Canada and Officer of the Order of Canada.
