Intent, Impacts & Lessons Learned
Housing and credit market imbalances began to build during the post 2010 period. By 2015, housing markets hit a boiling point, particularly in large metropolitan areas such as Vancouver and Toronto. It was clear that public intervention was needed. Different levels of government had to act.
 
A distinguished panel of experts will discuss and disentangle these new policy measures and touch on potential risks and lessons learned. To set the stage for this discussion, Carl Gomez from QuadReal and Ted Tsiakopoulos from CMHC will provide a quick overview of housing market conditions in major Canadian cities immediately before and after the policy measures were introduced.

Ian Genno heads the Mortgage Insurance Group at OSFI.  In this role he leads OSFI’s prudential supervision work relating to the mortgage insurance and title insurance industries.  Ian was initially recruited to join OSFI in 2013, in a newly created role focusing on actuarial oversight of risk in the insured mortgage space.  His role was expanded to include a portfolio of property and casualty insurers, and he was subsequently promoted in 2016 to his current leadership role.

Andy Charles is the President and Chief Executive Officer of Canada Guaranty serving in this capacity since 2005. Prior to Canada Guaranty, Mr. Charles was an executive in CIBC’s residential mortgage business for 15 years. In 2005, he joined AIG United Guaranty as President and Chief Executive Officer to establish a third mortgage default insurer in Canada and ended a longstanding market duopoly. Mr. Charles guided the Canadian operation through the global financial crisis and facilitated a successful transition to Canadian ownership under the Canada Guaranty brand. Canada Guaranty has provided high ratio mortgage default insurance to over 350,000 Canadians representing $68 Billion of residential mortgage volumes.

Michael Misener is President and CEO of RFA Bank of Canada (formerly Street Capital Bank of Canada) an OSFI regulated bank. Prior to joining RFA Bank, he held several executive positions at MCAP and MCAN Mortgage Corporation specializing in risk management and investment management. He was Chief Investment Officer of MCAN Mortgage Corporation for over 10 years an OSFI regulated and public traded mortgage investment corporation. Michael's specialty is residential construction and single family lending in Canada.

Natasha Apollonova is a National Economic Development and Smart Cities lead for BDO Canada and will moderate this session. She (brings over 15 years of operations and strategic planning experience, specializing in policy development, cluster incubation and scale up, and economic development. Through her assignments, Natasha has conducted numerous consultations of varying complexity, including developing and facilitating workshops, to leading the development of strategy frameworks for Ontario provincial and national campaigns.

Carl Gomez joined QuadReal as Senior Vice President, Research & Strategy in February 2017. He oversees portfolio strategy, research and strategic market analysis for the company from both the fundamental and capital markets perspective. Carl has over 20 years of experience in real estate investment and economics research. He was formerly the SVP & Chief Economist of Bentall Kennedy, where he directed thought leadership and headed all Canadian internal and external research initiatives.

Ted Tsiakopoulos is a senior economist/specialist at CMHC currently working in the housing markets policy group. Ted has over 25 years of experience analyzing housing and financial markets. Prior to joining the policy division, Ted provided functional guidance to economists in the Ontario region related to research, forecasting and analysis and was part of a national team responsible for the provincial and Canadian housing outlooks. His commentary and research has been widely quoted in the media. Prior to joining CMHC, Ted worked in the wealth management industry on Bay Street as an investment counsellor and analyst.
